Stormwater Best Management Practices (BMPs) are no longer viewed as one-size-fits-all solutions. Projects often require a combination of temporary controls during construction, permanent infrastructure for long‑term compliance, and transitional (“temporarily permanent”) BMPs that bridge changing site conditions or phased development. This session explores how to strategically select, design, and manage BMPs throughout the project lifecycle while meeting regulatory requirements and incorporating green infrastructure principles. Participants will learn how construction‑phase basins, permanent detention and retention systems, and interim basin configurations fit into the broader BMP strategy for both water quality and hydrologic performance. The presentation also highlights the critical role of long‑term operations and maintenance (O&M) responsibilities. Attendees will understand how to define responsible parties, ensure access for maintenance, meet MS4 and permit‑driven documentation requirements, and develop sustainable O&M plans that maintain BMP and basin functionality over time. Participants will gain practical guidance on balancing construction needs, environmental performance, maintenance expectations, lifecycle costs, and permitting obligations across all phases of development.
