A discussion of techniques and policies to  mentor, develop, and utilize new professionals for compliance activities, such as monitoring, sampling, and reporting.  The focus will be on developing new professionals for organizational and their personal success.  

In California, uncertified, but developing professionals is called the Qualified Stormwater Practititioner - Delegate (QSP-Delegate), but this discussion will apply to any new professionals nationwide to varying degrees.
